A 4K disc costs about the same as the 4K digital purchase, and the disc includes the digital code. Plenty of those codes never get used. Older catalog titles and big franchise releases have the most codes in circulation, which is why you will find recent blockbusters here next to the classics. Prices drift down as a title ages, so this collection is where new releases end up a few months after launch.
The platform rules for 4K are the ones that catch people out, so read the listing title. Universal, Warner Bros and Sony 4K codes give you 4K on Vudu and Apple TV through Movies Anywhere. Disney 4K codes give 4K on Vudu and HD on Apple. 20th Century 4K codes marked "through iTunes" must be redeemed in Apple first, then transfer to Vudu in 4K. The 4K vs HD guide has the full table.
